They can, but it's a bit more complicated than just holding down the Option key. You have to enter Recovery and change boot drive and set up the owner of the external, as I recall. But it boots, and you can run the Mac from it.Thanks for adding that additional comment Jake, as reading various other Mac User forums one can get the impression that some of the new Macs with a recent OS cannot be booted from a Backup clone.

There is one other small difference in that in the Mx Macs there is a tiny portion of storage that is accessed in the pre-boot process and which cannot be put on an external drive. So if that portion of storage fails, the box won't boot, period. But if you think of that as part of the CPU instead of part of the storage, then it's similar to the CPU failing in an Intel Mac.
