Perhaps something here will help. When I looked last night I saw some posts suggesting that the drive in question be mounted using Target Disk mode and opening the user account that contains the FileVault file and removing that sparsebundle file.

It might be possible from recovery mode but I'm not sure.

That link seems to be for those who have forgotten their password
What you can do if you forget your password on a FileVault-protected Mac

I understand the OP's problem is not with the lack of a password, but with the FileVault Encrypted File due to some sort of corruption. Or maybe I am incorrect in my thinking.

If that is the case, I would suggest that the file is kaput!!! And it's also messing up being able to fix anything with it existing in it's current corrupt state. But maybe Carbon Copy Cloner could be used to separate it out to a separate volume and delete it or do whatever is needed.

I was able to turn off FileVault yet I still get the "You may not install this volume because it has Legacy FileVault users" and yes I restarted.

The only way to get rid of that is a complete wipe and clean install. It's probably going to mean the loss of some data if not backed up elsewhere.

The old FileVault was especially prone to corruption and problems which is the reason Apple implemented FileVault 2.

I can understand using FileVault encryption if one has sensitive data on their machine and that it may be prone to theft or loss. In that case it would be wise to also assign a firmware password to the machine.

Other than that, I see no reason to use FileVault for most users.

Well, never having done a wipe and clean install can you point me in that direction?

I was thinking just that. When I first converted to Apple 10 years ago I think it was you that suggested that I shouldn’t bother with File Vault. To date the decision doesn’t seem to have done any harm.

Where did you get the installer and how big is the file? The installer is a huge file, I think 6-8GB, as I recall.

That is NOT the full installer. You will have to get that from Apple. I don't have the link to it, but maybe others do.

Well, I went to the Apple website and it shunts me back to the APP Store. I have trashed and erased the installer 3 times and each time I download it, it shows 19MB. The Apple website shows "Size: 4.90 GB"

Open the App Store, search for Catalina, and "GET" the download again. I do that after every upgrade.

Yeah, you may need a firmware/security update, to get to the newest OS version.

This problem with an installer file that is one a few MB has happened before. I know I saw a fix for the when either Sierra or High Sierra was current.I'll see if I can find it.

Nuke worked, but pave?...not so much. Message says my copy of Mojave is damaged and can’t be used. Options? I’m posting on my iPhone, by the way.
