OK ( *looks guilty* ) I admit that I "say" woot to myself - self speak if you will - when something really neat happens. I have never felt sure enough about how it is used outside of forums to say it publicly though. Maybe I will try now and see what happens!

w00t is also known to be a *******ization of the word "what!", when used as an interjection. It's basically "What!" in 1337 5p34k (I cant believe I just typed that!)

For example:
Regular Text: "What! I just owned you in World of Warcraft!"
1337 5p34k: "w00t!!!1 i just pwned j00 in WoW!!!1"
