Honestly speaking, most VPN aren't designed for streaming at high speeds since lots of people are using it to send traffic through the servers. If you are a paying user of Nord, you'll want to see what sort of speed statements or guarantees they provide and then work with them on getting what you are paying for.

VPN speeds vary from server to server. Most VPN providers have multiple servers, so fish around until you find the fastest. If you have good service from your ISP, you will probably find that no VPN keeps up with the max in your local ISP. That is, as Ashwin said, just life.

Additionally, a lot of people end up using VPNs to try to access content that is outside of your region/country. That might mean that you are now going much farther away to connect to the server and that reduces the bandwidth.

The other use case of VPNs is for security and privacy, and in those cases, you'd try to find the server that closest to you so that you get the best bandwidth, but aren't pretending to be in a different country or anything.

ashwin,
the problem is the indian govt has blocked sites so out of the country is how to access them, but 80% reduction of bandwidth seems excessive even if not streaming

It's not a reduction in bandwidth as much as it is a limitation on the server of the VPN service. And for streaming, as long as the net bandwidth is above about 30Mbps, you should be ok.

Depends on the service and location. I use Nord to get to the UK for some purposes, they seem to have dozens of them all across the country there.

They buy them. Set them up. Sell the services. It's a business.

I think it depends on just "how" they are blocking those sites and the detection of a VPN. It's easy enough to detect if a VPN is being used, and you really have no way to know if what the local government there is doing has to do with the slow downs.

I think I have proven over time that you only get what you pay for with VPN services. I pay a top price for Express VPN and I believe (after trying Nord and a few others) I get the best result from Express.
Look for a VPN with the greatest number of sites over the greatest number of countries. Express has 160 server locations in 94 countries.
Express will suggest (at connection) which location has the fastest service so unless I want country specific content it may suggest Singapore so I will use that. I have a 50 Mgps plan and I regularly get 10 -15 Mbps with the VPN on.
