@MacInWin Your findings are consistent with what I noticed yesterday. The MacMost video I watched suggested that apps which use the notifications method of presenting alert sounds didn't make use of previous methods for adding custom sounds. They used the Reminders app as an example but suspected that the same was true for Messages.
Yep, that's why I posted #2. Mail.app does have in it three sound files, but given that Mail is in the /Applications folder, and thus, I think, in the Systems Volume, I doubt those files can be swapped out, either. That, along with the risk of breaking Mail by messing with it, is why I didn't mention it.

Many thanks to those of you that have replied and tried to find solutions, to summarize and recap:

I was trying to add a custom sound to the System Sound folder, it transpires that with Ventura, System folders are locked down, but adding a AIFF custom sound file to the user Sound folder works. I did not have the Sound folder, but creating the folder and adding the sound file meant I had a custom Mail sound.
However, on trying to add a custom Messengers file (mR4) either in the user sound folder of one named ringtones, this in not shown in the drop-down to change the sound. Currently adding custom ringtones to Ventura is still a mystery. I hope this is correct, if not please advise, again many thanks for all the help.

Adding to that inexcusable dismal failure of Apple omitting such an option in Messages.app is the inability to change the inconsistent date display of received messages and/or the tiny font size in the light grey text which is almost unreadable for my old aided eyes.

I noticed that my Maverick's OS X 10.9.5 Messages has some applescript options such as Speak Events.applescript, and was wondering if it could be modified somehow to play a sound file or some such, but I am not very good with applescript and haven't been able to find anything that might work.

But then I came across a statement that would thwart the attempt for other users anyway:
AppleScript handler support was removed from Messages in macOS High Sierra 10.13.4.

Why on Earth would Apple remove such a feature??? Mind-boggling to me of how they think and what they do sometimes.

I guess it is not to be 'cause Apple just doesn't allow it. :thumbdown
