Green light is on but when I click the camera icon, no picture appears.

What version of OS X are you running and on what model and year mac? Also what green light? Can you see what you are taking the picture of?

Green light appears in the black frame around the desk top. Want picture of my self in order to use Face Time.

Photo Booth problems
I have a late 2009 iMac using Yosemite (OS10.10.2). I used FaceTime. No picture of me, but picture of callee. Have not had FaceTime and PhotoBooth on at the same time. I went into PhotoBooth—same problem. Black screen appears, but no image.

Try doing an SMC reset to see if you can get your camera working again. If that doesn't work, also do a PRAM reset.
