I'm sorry. Those pages opened and it downloaded fine on my MBP.

I tride it on both my Mac's.

I'm in the UK, is it possible those pages are banned here, or is there a setting on the Mac I can alter to let the pages through.

I have found the problem with the downloads, it is as was said, my ISP. I had to contact them to turn off 'Parental control'.
My problem now is which file do I pick. I tried clicking on Windows 10 ARM but I seem to go around in circles.

Used their Search function. Put it in your own words, see if you can specify which version of winOS 10ARM you want. IE from 2017 (1709) 2018 (1803), or 2022 (22H2), etc.

You can use it for free, for personal use. If you need a key, find a $10.00 one online. I just got a winOS 11 key for $9.90 from here.
