No, silverlight itself is used to play videos on Netflix just like Flash is used on other sites. The technology it doesn't cause ad popups to appear..
If you have ads, you should employ Adblock Plus and Ghostery to deal with that in your browser..

Netflix, HULU and Amazon Prime do not allow AdBlock Plus. Whenever I have AdBlock Plus enabled, the video I'm watching will not load and a messages appears that says something to the effect: "Hulu is supported by advertisers. To further enjoy HULU or HULU Plus, please deactivate or uninstall your adblocking software." I get similar messages in Amazon Prime and Netflix.

You whitelist those sites where you don't want your adblocker to run.
Ghostery actually calls it Whitelist in it's drop down.
I use AdBlock (the original) vs the newcomer AdBlock Plus. In it's drop down, you merely select the option to either not block that page or the entire domain.

I don't use Ghostery, but I have disabled Adblock Plus on Hulu, Netflix and Amazon Prime via the dropdown.

@ bobtomay - Not sure what you mean about Adblock Pluss being a "newcomer." I've been using Adblock Plus on Firefox since Version 0.6.0.2 in 2006.
