Self-Assigned IP Address - The Mystery Deepens

You're probably right. And, I think that has something to do with it as well.

But, my daughter works at both of the locations that I visit most frequently and she's never had a problem connecting.
Does she use a VPN, like you do?

Can you please explain how visiting more than one location would affect my devices' ability to get an IP address via DHCP?
I just assumed, two different networks, with both having the same SSID, would confuse something on the phone. Whether, it is a "helper" app (VPN?), or the OS itself? Something is messing up, but nobody else, that visits those locations, has the same apps as you do.

I rarely use a VPN when I'm out and about and I certainly don't turn it on until I have an Internet connection.

So, I went to Class Cafe today, ordered my coffee, paid via QR Code with my iPhone and found myself a table. As soon as I sat down I checked my iPhone and iPad. For the first time in over four years both devices got a DHCP assigned IP address right away. I was amazed.

This is how it was when I first went in:
