how do you start up an iMac in safe mode.
Press and hold the power button on your Mac until “Loading startup options” appears. Select a volume. Press and hold the Shift key, then click Continue in Safe Mode. The computer restarts automatically.
Use the Option Key to Fix Mac Won't Start in Safe Mode
  • Shut down the system.
  • Then Press the Option key and hold it. After that, press the Power button.
  • Here, you will get a list of the different drives on the Mac. Choose Mac's startup Drive and press the Enter key. Now, check if the system can start in safe mode.

Perhaps it's worth mentioning that the procedure is different on Intel Macs and Apple Silicon Macs so, @rayben, take account of that as you didn't mention which Mac you have.
