2017 27" iMac, 10.5" iPad Pro, iPhone 8, iPhone 11, iPhone 12 Mini, Numerous iPods, Monterey
In my opinion, a 13" MacBook Pro would be better since it can accommodate a larger hard drive and even two hard drives, if you remove the optical drive, and can also handle more memory - 8 GB whereas the max for the Air is 4 GB.

I would go with a Pro as you have the benefit of a larger hard drive like chscag said.

I run Windows 7 32-Bit, and previously Windows XP, as VM's on MacBook Airs with no issues. I've had good luck with VMWare and VirtualBox. One caveat - I really only run pedestrian applications like MS Office, Visio and Project and a few applications for tuning engines on these systems. No issues in several years of doing this.
