The reason some of the default Mac apps stay open and some close is that those that stay open are Apps that you'll probably use more often whereas the apps that close are ones that are rarely used.
If you're using an app often or even semi-often, leaving it running is fine. It starts up quicker and doesn't really use much memory at all when in the background.
But overall I have to agree. This conversation is getting very tired. It works the way it does in OS X. We're not going to change that so debating the merits are a moot point when it's gone on this long.
