My friend was telling me today that is mac has been acting strange, it will boot and log in but he cannot select anything and open any windows or applications. He is unable to restore it because its cd drive no longer works. What are some things that he could try? it is an emac running tiger 10.4.11.

If it is an eMac 1.25GHz model sounds like it may be a victim of the failed capacitors problem. Have a look at this link. If they are okay, boot from the install disc via an external optical drive if available and run Repair Disk.
