Photoshop won't start

When I try to launch Photoshop 2025 I get the message "could not complete your request because the file was not found." I am trying to open the app, not a file. I installed Ventura 13.7.2 not long ago, this may be the first time I've tried using PS since then, but I'm not sure. I normally use Lightroom Classic, which runs fine. Suggestions?

I decided to re-install the app, but when I went to download it I noticed there was an update available, so I clcicked to apply it, and it worked - PS now loads and works fine.
