Photos app has white "photos" with cloud symbol

In my Mac's Photos app, I have 5 photos that show up as being blank white with the cloud symbol indicating that they need to be downloaded from the cloud. I'm guessing they are corrupted photos. Clicking on the cloud doesn't do anything.

Are these photos lost for good?

Can you log into your iCloud account at iCloud.com and see them in Photos there? If you can, they aren't lost.
