IPad Air with ios8 does not remember user name/ passwords

What are you referring to? Your iPad Air should be asking you for your "Passcode" not your username and password. Or do you mean your Mac?

I mean where I have a username and password on a website even though I tick the remember me box. My iPhone 5s with ios8.1 works perfectly.

Do you have the same version of iOS on both the iPad Air and iPhone 5S ? That is not clear from your posts.
Are both iOS-'s configured in the same way ?
Remembering usernames and passwords is an iOS feature, not an iPhone/Ipad feature so it should work on both. Hence my question on the same website.
Do you have an URL of that website so we can test ?
