OS X 10.3 Downloads no faster than 100kps

I really don't know why this is, These mac's i use at work wont download stuff from PC's at any speed higher than 100 kilobytes / second.
I dont know why this is. I've asked people and nobody knew. My conclusion is about to be that Mac OS X is a bitter and cold OS and hates PCs. Penis Envy i guess. :D
