I dunno Jake, I've searched for similar web pages on the same topic and this one How to import, merge, and consolidate your libraries in Photos for OS X is dated 2015 when Yosemite was released along with the first version of Photos.
There was no way to browse the source library while the destination library was open even within the same app (iPhoto/Photos).
I think I get what you were saying about the iCloud thing but I still think this Import proceedure is either new or a big improvement on existing process.

This describes three merge methods and the drawbacks. One is the iCloud method the other is using an app called Power Photos the successor to iPhoto Library Manager $30.00 from Fat Cat and lastly the Export and Import method so perhapes this change occurred in 2020 and I missed it but the tone of the Ape article "seems" to suggest this is something you can now do in Monterey which you could not do before.
