I dunno Jake, I've searched for similar web pages on the same topic and this one How to import, merge, and consolidate your libraries in Photos for OS X is dated 2015 when Yosemite was released along with the first version of Photos.
There was no way to browse the source library while the destination library was open even within the same app (iPhoto/Photos).

I think I get what you were saying about the iCloud thing but I still think this Import proceedure is either new or a big improvement on existing process.

This describes three merge methods and the drawbacks. One is the iCloud method the other is using an app called Power Photos the successor to iPhoto Library Manager $30.00 from Fat Cat and lastly the Export and Import method so perhapes this change occurred in 2020 and I missed it but the tone of the Ape article "seems" to suggest this is something you can now do in Monterey which you could not do before.

I didn't say you could browse the source library, just that it could be imported. I don't think you can browse the source now, for that matter. Maybe, I've not tried it. I don't have two libraries to test with, so I don't know if you can. Somehow I doubt it.

Ferrari, the linked article in the article above confirms my initial observation. Import photos from another library in Photos on Mac
Scroll down to step 5 and there are two alternatives, the second being; Import selected photos: Select the photos to import, then click Import Selected.
This is accomplished by visually scrolling through the source library and ticking the ones for import,

Anyway, its kind of moot because after merging Photo Library 2 with Photo Library 3 successfully using the Import All New option I was unable to import Photo Library 3 with the System Library (default).
I began the Import All New process only to receive a message to say unable to import because the content was either damaged or incompatible, that I should repair and rebuild the library. I did this successfully only to receive the same message. I restarted and a few other thing but the message persisted.
So I gave up and used PowerPhotos (Fat Cat software) with no issues.
It beats me that such a small app can achieve what Apple's flagship media manager cannot even after all these years.
