old SE30 horitzontal lines.

at a friends house, he had this old SE 30 sitting in a closet for years. we tried starting it up today. no startup sound or death chimes, no happy mac on the screen.... just horizontal lines on the screen. is this machine toast or could it be fixed? thoughts?

It's either motherboard or power supply (and power supply may be on the motherboard?).

Thoughts??...SE/30 was probably put into the closet years ago due to the horizontal lines...and "friend" forgot! lol
