no DVD player?

Hi gang -

I'm refurbing a Powermac G4 400 PCI Graphics. There's no DVD player (iDVD?) software on my machine, nor did I see any on the install discs. Is it not possible to use a DVD player with the PCI Graphics machine? The drive works, and I can see the .vob files when I open up the movie folder.
