Hello
Well I'm back again
Iphone 5 IOS 10.3.3
Mac 10.13
Itunes 12.7.0

When I have my iPhone plugged in and open iTunes, and then click on the iPhone icon
there is no (app) listed.. there is no (app) listed in the library,
I just did a restore from backup...

I did read on the net that some others have this problem, but could still download apps or update
from the music on the iPhone, I can not...
I am connected to iTunes, and authorized on both my Mac and iPhone...
Any info on this situation?

App management of iOS devices is done purely through the App Store on the device itself. iTunes on your Mac no longer does this for you..

To expand on Ashwin's post, iTunes, in version 12.7, dropped the app store and app support for the iPhone/Ipad. It is now primarily for music. Your apps, as they existed at the moment you installed 12.7, are still stored on the drive in the iTunes/Mobile Applications folder, but any downloads directly to the iDevice you have made since then are not reflected in that folder any more. Some of us have deleted all the apps from that folder now that iTunes no longer accesses it, saving the disk space the apps took up.

There is a product called iMazing that has SOME of the functions of iTunes for the iDevice, but it does not have access to the app store. That access is now, as Ashwin said, purely and only through the iDevice itself.
