IS if you have the money and plan on shooting where you need it, no IS if not.

I bought the 70-200 f/2.8 IS, but I'm rarely out in the sunlight except for weekends.

Canon claims up to four stops on the f/4 IS, but like the articles mention, IS will not stop motion blur and it will not increase exposure. And then there's the arguement, if you're going to buy a 70-200 f/4 IS, why not buy the 70-200 f/2.8 non IS?

If you've never used a DSLR before, the f/4 should be fine. It's an incredibly sharp lens on it's own and if you really need a fast lens, you can buy the 50mm f/1.8 for about $80.

What will you be primarily shooting? 70-200 f4 is a great lense. It's very sharp, but very slow and horrible in low light. There are several lenses that you should buy before that one, but it all depends on what you're shooting.
