I don't own a wired mouse
I would suggest you buy one.
They are only $10.- or so for a basic 2-button + scroll wheel one and trying that on the Mac directly will help zero in on what causes the problem.
Especially since a second wireless mouse has the same problem.

Every MacBook Pro has USB ports. The most modern ones are USB-c, the older ones are USB-A.

Phew... Thanks for the relief of that info Jake, I thought when I read the post above that maybe Apple had taken another wrong path and eliminated any USB port in their portable Macs with one of their recent releases.

As they say:
Although it features a different connector shape, USB-C is still backward compatible with USB-A devices through the use of an adapter.

Maybe the OP should seriously consider trying a new and maybe better USB-C adapter???

As far as I can tell, the OP doesn't use any USB-C adapter, only the hub.

What does the user guide tell about how much power the unit draws? One of the questions one Amazon say the minimum requirements are a phone charger, if you aren't using the PC adapter.

They stated earlier they are using a Hiearcool USB C Hub, which definitely has a USB a port that the Logitech dongles usually use:

Yes, the hub the OP is using has a USB-C port, but there is a possibility that this hub is part of the problem so I wanted to eliminate that device and go back to basics.
Get a wired USB mouse and plug it directly into the Mac, if need be with a simple USB-A to USB-C adapter (not the hub the OP already has) if the wired mouse has a USB-A connector or better yet get a mouse with a USB-C connector.

We could possibly help the OP sort out their mouse problem if they would reply with some details to answer some of the questions have been asked and have they tried any other ports etc., etc. or even tried installing and using the compatible Logitech USB wireless Mouse software and let us know if there is any Improvement or not.

From what I've read it certainly seems like the problem started when the USB-C Hub was added, but we still don't know what specific port the Logitech mouse receiver dongle is plugged into.

Also, I don't think the OP has tried booting up using safe boot mode and see if anything improves or changes.

I'm assuming at this point, only the built-in Apple Mouse software is being utilized which in my experience for that M705 model Logitech Marathon Performance Mouse is pretty crude and basic.
