That is correct, it's an option in everyone's profile. Mods can still see everyone however.

As for why people might want to appear offline, its a simple privacy thing. Isn't "because I don't want people to know I'm online" enough of a reason? Why they don't want that will probably vary between each member but personally I could care less.
