When I am using Migration Assistant to set up a new MacBook Pro from a TimeMachine backup, do I want to migrate "System and Network"?

I would say generally not to do that. It won't do any damage, but it's easy enough to set up the network as you want it and to get the system settings the way you like it again.

Will migrating "System and Network" migrate the OS? I assume that the new computer will have a newer OS, which I would, therefore, prefer to leave in place.

Someone else will correct me if I'm wrong but I don't thing choosing System and Networks migrates the whole OS. IIRC it migrates some basic system and network settings.

I agree with you, Sly. It transfers your settings, not the OS files. But you can say NO to that and just set it up as you want pretty easily, so if the OP is uncomfortable, it is an option that can be avoided.
