If you want to enable Dark Mode across almost all macOS apps, go into the System Preferences and enable that from General Pane. https://support.apple.com/en-us/HT208976

If you want a method that's Safari specific, several options are discussed here. https://www.techjunkie.com/safari-dark-mode/

Most of those options don't provide a constant dark theme with Safari, only certain web pages, how is it possible get a fixed dark mode across the board for all pages and websites?

Some of that is in the control of the website, not Safari. Bottom line, you cannot force dark mode on a page that doesn't support it.

Very easy to implement. Just go to the Mac App Store and download the Dark Mode extension for Safari:

You can't force all websites to re-code for dark mode support. Some will continue to stay as they are. Continuing to use some of those sites will be on you...
