Lost all keyboard shortcuts, even within apps!

OK, so somehow, I can't seem to figure out how, I lost the ability to enable keyboard shortcuts. Even within apps like, say, Photoshop. This is going to really slow me down if I can't figure out a way to enable them again.

I tried poking around in Keyboard Preferences but everything seems to be in order there. I've restarted the system, repaired permissions … you know the usual troubleshooting protocols. The only thing I haven't looked for are corrupt preference files.

Does anyone have any idea where to go from here. Posted to the main Apple Discussion Forum but no answer just yet. TIA

You might get some replies if you include your Mac model and OS X version being used, but maybe also add a better description of what your "...lost the ability to enable keyboard shortcuts" problem actually is.
