I bought a refurbed late 2012 Mac mini with Mojave installed. When I started up for the first time, I could log in with my Apple ID and PW, but then was presented with a Terms & Conditions screen with AGREE greyed out. Nothing I can do renders this button functional. A kind person suggested reinstalling Mojave in rescue mode. This worked fine, but I wound up on the same Terms & Conditions page with AGREE greyed out. This is like a cruel Monty Python skit.
Bingo! When logging in for the umpteenth, I noticed a little link asking if skip login. If I click it, the AGREE button on the Evil Terms & Condition screen is active, and I can proceed.
