It's at the top right corner on the blue bar next to 1-800-myapple. It usually takes a few seconds to pop up.

This is what I got from that link as soon as I logged on:

well all he did was link to a computer customization page... go to one.. you can pick any computer you like (it may work outside of a page like that, but i don't know) and then wait and in the upper left hand corner a link will come up to chat with one.. its not instant, took a minute or so. I guess it waits for one to be free.

My guess is that it waits for a few moments to see if you are browsing a particular page for awhile, which shows that you have an interest in that product. Verizon has a similar system on their website.
