iPad maintains that it cannot find my iPhone's hotspot network

The ability of the iPad to find the iPhone's WIFI 'hotspot' network is patchy/erratic.
I've even tried entering into "other" the name of the iPhone network and the password. But it still does not find it.
On the other hand, it always finds the Bluetooth network.
One thing I'm unsure of: do I need to select WIFI on the iPhone?
I had assumed that the above is only required when I want to access a network from the iPhone itself ... something like a home network or the network at a hotel.
Is there some way for forcing the issue? And making the iPad find the iPhone's hotspot network?

I don't know, I no longer have an iPhone, but why not just turn the Wi-Fi on and see if things work the way you expect???
