13" Late 2008 Macbook 2.4 Core 2 duo 8G Of Ram 240G OWC SSD
Is slo-mo not available on the 4s after upgrade? I cannot find anywhere that says it isn't but on mine only time lapse is available.

No it's not.

Slo-mo in the iOS camera camera app requires hardware and software support. Only the 5s, 6 and 6 plus support it. The same was true with iOS7.

That said, you may find third party apps that offer slo-mo
