I changed the setting you suggested, LIAB, but no change in how Siri works here. Even with "Always" selected, Siri still replies that I need to unlock my phone first. I'm still trying to figure out what is different with Charlie's phone that it works for him.

It really seems like a bug in iOS 14 that's randomly affecting people. Ah what the heck, I'm gonna do a backup, then restore mine fresh to see what happens. I'll post back later.

Welp, doing a clean restore and then restore from backup didn't get Siri working as intended. All the settings seem kosher, so it still seems like it's a bug to me. I'd be glad to be proven wrong, but it's not looking likely. But speaking of bugs... my iPhone appears to be completely restored, but my App Library is incomplete and not showing quite a large number of apps that I am able to launch manually by searching for them. Well the folders with app icons aren't complete. I can pull a complete list, but the categorized folders are very much incomplete. Grrrr.....

EDIT: a hard reboot fixed the App Library

So far, every suggestion in this thread has not worked for those who are experiencing the Siri and hands free issue.
Had 2 remote sessions with Apple attached to my phone looking and verifying that all settings were correct.
They downloaded an app to the phone to trace what is happening when it fails (2 to 4 times), compressed the results, and uploaded the results to Apple. They pretty much agree that there is a problem. Does not affect all phones.
I've stated before that I have an Iphone 8 that is still at IOS 13.6 and it works fine. I will not update that phone to IOS 14
till the issue is resolved on my Iphone SE 2020.
Lets let Apple do their thing and see if they come up with a solution.

Probably a good idea not to upgrade your iPhone 8. However, as I stated above, my iPhone 8 does not have that problem and I have checked it several times to make sure. As Jake stated in a previous reply, it appears to be hardware related. It will be interesting to see if Apple incorporates a fix for this in their next update to iOS. iOS 14.2 is currently undergoing beta testing.
