Since setting up 2-step verification for iCloud, every time I boot up I get a pop-up that asks for the iCloud password. I enter it, the pop-up goes away and then comes back. I enter the password again and it does the same thing again. Investigation finds that I am already connected to iCloud. If I sign out and sign in again, the password works just fine (followed by the texted verification number.
Any ideas what is happening here?

Hmmm, that's a bit odd. I use two step here but don't get the password prompt. Instead of just signing out and back in, have you tried removing the account and re-adding it?

John, I have a recurring problem on one of my iMacs but not the other. Same thing -- enter password -- asks again -- enter password -- doesn't like it. I know the password is correct. I think one of the services needing an application specific password is triggering this password pop-up, but I haven't determined which one. Only happened after installation of 10.3. So far, more than a month, I just ignore and haven't seen any lost functionality.
