Sounds like you did a complete restore. Usually what happens is just what you describe. You go through the initial new startup stuff. The sim card is tied to your wireless cellphone carrier. That has nothing to do with the operation of the iPhone. It facilitates and validates your connection to the network your wireless phone service is through.

You need to call your carrier and ask them what to do next. You should be able to access the internet through it's wireless internet connection which is different than your wireless phone service.

So you have an at&t phone in a country that does not have at&t service. If the iPhone is unlocked then just change the sim card to the new service provider if they use one. If it is locked to at&t because it is still under a contract fulfillment with at&t or because you did not get it unlocked when the contract was over that means you will have to find a way to contact at&t for help.

The probable reason you are getting the error is because the iPhone is trying to contact an at&t tower to "check in" so it will not activate.
