If you're talking about an animated GIF on a website or some such, you can magnify the screen by using controls you can turn on it Universal Access. You can usually right-click to save the GIF file and then view it in your own player, where you have control over the size.
Be aware that chances are high that a given GIF was designed to be shown at the size you're seeing it, and making it larger will just make it look crappier.
