Friends camera on brand new Macbook Pro Retina 13 running only around 10 FPS

So my friend has a brand new Macbook and shes trying to use Skype and the frame rate is horrible (like 13 FPS). She reboots and same thing. She opens up her Camera Studio and it's around 10 FPS.
As of right now, on her side it says 13 FPS but I'm seeing a clear stream this time. It's really weird. Can anyone help?

Have her open up Photo Booth and see how well or poor the camera performance is. If things are fast in that application, the issue perhaps is with her Internet connection and/or Skype..
