Fine Control for Volume on iPhones

I spent .99 on an app for controlling the volume in finer increments than the 16 steps that come with the iphone. The problem is the app doesn't really work, at least for what I'm looking for. When I use a bluetooth speaker I want to have it on a very low volume, but even on the first volume setting it's way too loud. The speaker is Jabra's SoleMate

Before spending anymore money on an app that doesn't do what I want, can anyone recommend an app that will accomplish this?
I bought Volume Controller - Advanced Volume by Entrager Media.

I don't see how it's possible for an app to allow you to change the volume sensitivity for another app or across iOS itself. You should try turning the volume down on the Jabra Solemate itself down to near-zero, then adjust the volume up as desired from your iPhone.

This fine tuning of volume levels is possible in OS X see here. I suspect this is because it is written into the OS code. I haven't seen an equivalent key sequence for IOS devices.

@LB Where have you been lately? Been while since we had the benefit of your expertise.

I suspect it's an issue with the first gen. of the SoleMate. When I turn the volume down on that it corresponds to the volume on the iphone..moving the volume up or down as if I were controlling it from the phone.

I asked my brother about his blue tooth speaker and he told me he can control the volume all the way to zero with plenty of precision. I think I'm stuck with this situation but thanks for the replies.

Thanks Sly for that link...I didn't know that about my Mac.

Mmmm... that may be a feature of the device rather than an "issue" per se. Rather than the volume button on the speaker controlling it's own volume, it's sending the command to the iDevice to manage the volume. I suspect that the Solemate is able to shave some costs by not needing to have the hardware necessary to regulate the volume directly.

EDIT: I suppose it's also possible this is a move to improve the sound quality. As you can see, you lose some fine control of the volume, but having each device manage the volume separately can negatively impact the quality of the sound.
