I created a desktop icon and dragged Safari Bookmarks to it. Ever since, it keeps reloading the icon's finder and I have X-# of finder windows open and makes finder not responding.

Mavericks System Version: OS X 10.9.5 (13F1066)
Kernel Version: Darwin 13.4.0.

Also, all my desktop icons are not showing up.

I relaunched Finder and have cold booted. No luck.

Suggestions?

Sorry, but your post makes no sense to me.
I created a desktop icon
What does that mean? Did you create a new folder? New file? What?
and dragged Safari Bookmarks to it.
What did you do? How did you drag a bookmark? What, exactly, did you drag?
Ever since, it keeps reloading the icon's finder and I have X-# of finder windows open and makes finder not responding.
What is "it" that keeps reloading, what does "reloading" mean and what finder is the icon's? None of that makes any sense to me. Also, what is "X-#"? And what do you mean finder is "not responding?" Responding to what?

Oh, and what Mac, how much memory, how big is the HD and how much space is available, what else do you have installed (cleaners/antivirus/accelerators/helpers, etc)?

I agree. Can't understand the OP's descriptions at all.
