Yeah, That could do it. Exchange 2003 and Windows Server 2003 both are not too old, I have used Outlook 2011 with Exchange 2003 before. Its not the... best... But it certainly works.

You can update your cert, it can cost money.

I can't guarantee that's your issue. I am not sure how much a certificate would cost, it can depend. I would strongly suggest following my other steps. Your IT guy can check to see if you require SSL/TSL or authentication for your SMTP (outgoing) email. If it works for one, it should work for the other.

Could this problem that I'm having be with the port forwarding? I have a belkin router hooked up to a fios router and Plex media server wasn't working, but after setting up the port forwarding on both routers, it now works. Maybe I have to do the same for outlook?

Good find. Outlook doesn't have any port forward options. The OS might.
