The best place to buy refurbished iPhones are from Apple. With brand new iPhone SE models still available from Apple selling for less than $300 and lots of real nice iPhone 7 and 7+ models available from their on line refurb store, I can't imagine buying anything from Woot or anywhere else. The refurb iPhones from Apple include a new battery, new enclosure, and the ability to add Apple Care to the already one year warranty that comes with them.
