CPU Doesnt Clock down at high temperatures

It always happens when im doing something that needs a lot of CPU like converting a movie, but what else happens is it will be going screaming fast saying something like 10mins to go and then it hits around 70 and stops clocking down to control the temperature and just says something like 2 Hours remaining, the whole time the CPU usage jumps to 100% on both cores when it doesnt slow itself down but when it is under that temp and is clocking itself then it is only using about 75% per core.</p></blockquote><p></p>
