Is there a way to control the volume for particular apps? In particular, I'd like my browsers to be quieter without me turning down my Mac's volume.

That would be something on the browser to mute (or lower) the volume. It should work across all tabs/windows as well.

In Safari Version 16.6 (18615.3.12.11.2) there is an option under "Window" in the menu bar, for Mute this tab, or Mute other tabs.

Some apps provide unique volume control independent of the system volume. For example, if you're looking at YouTube videos the browser, you can control the volume there and it won't affect the system volume.

But unless the app you are using provides that extra volume control, I don't believe you can do anything about it.

If I understand what you want to do there are some third-party apps that can do what you want to do. This article mentions a couple of apps from Rogue Amoeba that should meet your needs. I have used both programs but tend to use Audio Hijack Pro because it does a wide variety of audio-related tasks. It's not free but there is a demo period.

This article includes a different app that's free, How to Individually Control Audio Volume for Every App on Your Mac

I don't get any kickbacks/compensation from Rogue Amoeba BTW.

I neglected to mention last night that Audio Hijack Pro runs well under Venturaa but for some reason I had to try a couple of times to get the extension installed. I don't know if the problem was their instructions or my brain. :D

I'm currently running the Public Beta of the next OS and Audio Hijack Pro does not work with it at the moment. Rogue Amoeba has a good history of having the update available very shortly after the new OS is finalized.

Here are some other options in case you want an alternative to some of the excellent suggestions that have been mentioned already:
