cmd tab bringing focus to the wrong window

I have 3 IntelliJ windows and I am on Window # 3. I do a cmd-tab and go to my browser but when I come back using cmd-tab I fall on Window #1 and I have to switch to Window #3. The problem repeats everytime. Any way to fix it?

Where is your cursor when you do the 2nd cmd-tab - sitting in the popup on Window # 1?

By cursor do you mean mouse cursor or the blinking cursor where the text is going to outputted when I type. I believe the blinking cursor should be in Window #3 where I am actively editting the file. The mouse cursor will of course switch to different windows
