Can't upgrade back to Catalina after downgrading form Mojave. Why?

I upgraded to Catalina and didn't realise that 32-bit apps didn't work anymore, so I downgraded using a bootable installer. Now in system settings there is a 1 on "system updates" as if i need to update, but then, when I try to update and it says that my mac is up to date. Why? How do I fix this?

Do you want to go back to Catalina? Or do you just want the 1 on System Preferences > Software Update, to go away?
