that's so stupid- they leave so many people hanging with outdated software

In iMovie 08 to use the transitions and to make some changes like duration to them click on the little button in the menu bar. (image 1 ).
To make some changes look under the File menu select "Project Properties" or right click on a clip. (image 2).

No one left you hanging. You had the same opportunity to download Imovie HD for free up untill iLife 09 came out or up grade for $79 afterwards like the rest of us.
