Cannot Turn On Calls on Other Devices

I tried to switch my iPHone to "Allow Calls on other Devices", and got the message "FaceTime and iCloud must be signed in to the same Apple ID to enable Calls on Other Devices. Since all of my devices are logged into the same Apple ID, I figure I need to try FaceTime (which has never been an interest to me). I opened it on my Mac, and it appears to use the same ID (all of the variations of my Apple ID). So I started it on my iPhone and have a choice between "Create Link" and "New FaceTime", but it isn't obvious how to check to see if it has the right Apple ID.

My goal is to make calls with my HomePod. (which doesn't have a camera)
