Brand new CPU cooler running at 0 rpm!

I've had my macbook pro 13" (2009) for 1.5 years. The fan has been sounding like a dirt bike (but running generally well)- the sound was incredibly annoying so I bought the same model fan online for $50 total.

I just installed the BRAND NEW CPU fan but smc fan control is telling me that it's sitting on 0 rpm.

I'm thinking that the component that plugs into the logic board is faulty, and my computer is not picking up the fun. OR the new fan is so awesome that it won't bother running until my computer gets hotter??

So far my computer hasn't gone over 60 C and the fan still hasn't started spinning.

What do you think?? I'm new to all this.

The fan(s) on Mac computers are not designed to operate at 0 RPM. The normal RPM for your fan should be around 1800 at idle temperatures. Something may be wrong with the fan or the temperature sensor. It could also not be the right type of fan.
