My faithful OS9 needs to be coned to an erased HD thus a backup HD. I can boot from this OS9H, however, using Carbon Copy Coner, I get the Message: The target volume will not be bootable because a required system file (Library) does not exist at the root of the source volume.

My CCC is checked at √Delete items that don't exist on source, and the cloning option reads Backup everything

Any ideas how I make this work?

CCC is a program for backing up and creating bootable OS X clones.

It will faithfully copy your OS 9 folder just fine, but does not "bless" it because it's not a program designed for OS 9.

My suggestion would be to make a disk image (DMG) file of your OS 9 install and back THAT up.
