How can someone make that statement?

I think that's close. Born Dec 31, it's now Jan 1 and you are 70, will turn 71 this year (Dec 31, again) and then 72 in the Next year.

That one works backwards. I have a friend whose b-day is Feb 29th. Went to his 13th birthday (52 years) where he got lots of "entering adolescence gifts," then again on his 16th (64 years) where he got lots of "ready to drive" stuff. Normally he celebrated on March 1, as he was born the day after Feb 28.

Correct. Two days ago (from Jan. 1 = Dec. 30) the person was still 69.
