Hmm this is strange, I can change the background colour of my Mac HD window in Finder but not a folder I created, until just now. I changed to Icon view in my folder and now I can change the background colour. Could that be the answer?

I think this shot shows what the OP is wanting that's only available in Icon view it seems, and using its Show View Options…. Unfortunately the option isn't available in all user created folders for some strange unknown reason. Yet I can change the background color of even most of the default OS X folders like: Applications: Documents…
